Hence recent scandals the past 10 years or so. Both the ...Well, it is the process of the Statute. Both the Diocese and the Synod have to be in agreement. Of course, the Diocese can go ahead and nominate, but if the Synod doesn't think they are ready, it's back to square one. The reverse is true, too. The Synod can't just send the Diocese a name or two it would be willing to consecrate.
