The real problem does seem to be the EP's understanding of consensus, and other churches' fears their support would be co-opted by simply attending. Why not simply have issue papers, take comments, suggest amendments, highlight areas to explore further if broad consensus/unanimity can't be reached. Local synods are required by the canons to meet twice a year, there's no requirement they decide anything.
