As best as I can make out the Ukrainian, it says that the icon was blessed by the Ukrainian Greek Catholic bishop Mykolaj (Simkaylo) and a priest of the Ukrainian Orthodox Church (Kiev patriarchate). The latter priest's name is not given.
According to orthodoxwiki.org, Orthodox Christianity in Ukraine is currently divided into three main factions: the Ukrainian Orthodox Church (Moscow Patriarchate); Ukrainian Orthodox Church (Kiev Patriarchate), and Ukrainian Autocephalous Orthodox Church. Only the UOC-MP is currently in full communion with the Church of Russia and the remainder of the mainstream Orthodox Church.
This is sadly part of a very common occurrence in Kosovo. Vandals enter churches, set them on fire, then they urinate and defecate in them. ...

I thought it was a Ukrainian Greek Catholic's who would do such a thing.
