Problem: Antioch almost certainly won't come to a council called by Jerusalem unless the agenda includes the anti-canonical installation by Jerusalem of a bishop for Qatar, which is plainly within the territory of the Patriarchate of Antioch and All-the-East (just as Ukraine is within the territory of the Patriarchate of Moscow).
